Shanghai is enjoying the beautiful spring in March, and today the first “International Forum for Electronic Quality” & “Top100 Electronics Enterprises For Quality In China” are held in the conference hall of Shanghai Jin Mao Tower. At this time, I want to express the support and congratulation on behalf of technology department, MII China to the activities. Especially when I saw many enterprises from domestic and foreign area participate in it positively, it gave me the expression that the information industry has been concentrated and emphasized by the society and the public.

　　Since our entry of WTO in 2003, the China market has been opened to the world, and the Chinese products and services should participated in the international competition at the same time. At the beginning of the year, MII China confer convened the national conference in 2005, domestic electronic information industry has made great progress in 2004, the annual sales volume reaped the 2.56 trillion, increased by 40%; among the figure, the computer is 43 million, the mobile phone was 230 million, color television 74 million, IC 2.11 million sets. The additional value of electronic industry is 565 billion; the export volume has reached 200 billion US Dollar. The rapid development of domestic electronics industry required that the quality level of our enterprises should keep improving so as to keep pace with the development speed and merge into the global economy.

　　The quality idea at present is to innovate during the development, and develop during the innovation. Our products should not stay in the primary state that merely pursues the competent, and we must walk towards the outstanding. Only we pursue and achieve the outstanding state that we can remain invincible in the competition.

　　In the final state of the forum, the first “Top100 Electronics Enterprises For Quality In China” would start. This is a brave experiment of electronic quality circle in China; and the evaluation adopted the Baldridge standard that is listed into the “Outstanding Performance Evaluation Standard” （GB/T 19580-2004）formally. I believed that if we insisted principles of open, fair, just and standard, the overall quality level of China electronic industry would be improved finally.
